I would like to run Outlook on a user account on a server and then disconnect the session or preferably not even have the user logged in and run E-mail Converter as a service.Â

What I would recommend if you want it to be non-touch, is to simply set it up in a virtual machine, with Outlook running on that virtual machine, and then manage the virtual machine on the server.
